Although governments have introduced subsidy schemes, inclusionary zoning measures, and public-private housing initiatives, affordability gaps often persist because policy design does not always align with household income patterns, land-use constraints, and implementation capacity.
Methods: This policy research paper examines housing affordability through a mixed evidence approach, drawing on government reports, urban planning documents, household expenditure surveys, and comparative policy literature. The analysis focuses on policy objectives, beneficiary targeting, fiscal support, institutional coordination, and regulatory barriers affecting housing delivery. Stakeholder perspectives from residents, developers, municipal authorities, and housing policy experts are used to interpret policy effectiveness.
Analysis and Interpretation: The findings suggest that affordability outcomes improve when housing policy combines supply-side incentives with transparent eligibility criteria, rental market reforms, transport-linked planning, and stronger municipal implementation systems. A policy response based only on ownership subsidies may not fully address the needs of low-income renters, informal workers, and migrant households.
